Allows for certain nonviolent offenders to be released from custody when there is a state emergency (i.e. COVID-19).

Incarcerated people are at an especially high risk for COVID-19 and need to be protected. It’s important to release as many people as possible from incarceration to lower their risk.

Several civil rights organizations, including the Southern Poverty Law Center, signed a letter to Gov Edwards calling for the release of incarcerated individuals during the pandemic. The letter and its dozens of supporters can be found here.
